Commercial manta ray viewing operation permit eligibility shall be subject to the following: A commercial manta ray viewing operation permit may be revoked for a third and any subsequent violations of any of the provisions of this section or any condition of a commercial manta ray viewing operation permit by a permit holder or any of the permit holder’s employees or agents within one year of the previous violation.
