All persons and vessels within any manta ray viewing zones designated by the department shall be subject to the following: Commercial vessels shall only moor at department-approved moorings and shall not moor at non-commercial moorings. Non-commercial operators may moor at any mooring, subject to availability.

If non-commercial operators can moor at any mooring, it poses a great risk of conflict between commercial and non-commercial tour operators. For instance, if a commercial tour operator arrives to their assigned mooring ball with a full load of guests, and can not moor at their mooring ball, they will be forced to wait up to 2 hours or cancel their tour. This would cause thousands of dollars of lost revenue per instance and create a terrible guest experience. If commercial tour operators are forced to moor, they need to be guaranteed mooring ball access.
