All persons and vessels within any manta ray viewing zones designated by the department shall be subject to the following: For all mooring buoys, the mooring time limit during manta ray viewing hours shall be the same as the day use mooring buoy time limit specified in chapter 13-257, subchapter 1. Calculation of the time limit begins when a vessel attaches to a mooring. A vessel that has reached the mooring time limit must detach from its mooring and leave the boundaries of the manta ray viewing zone for at least thirty minutes before returning.

Proposed Edit:

For all mooring buoys, approved commercial operators may moor at their assigned mooring ball at all times during manta ray viewing hours.

If mooring balls are assigned to commercial tour operators, then operators should be able to use the mooring balls at all times during manta ray viewing hours. Scuba companies that run 2-tank dives need more than 2 hours on a mooring ball, and we should not be taking away the ability to run 2-tank mooring balls.
