Proposed Edit:
During manta ray viewing hours, no person shall:
Engage in live boating except for ingress and egress purposes, or in life-threatening vessel-related emergency situations, except for vessels under 38 feet long that are engaging in snorkel tours.
We are proposing “regulated live boating” that allows smaller vessels (under 38 ft.) and snorkel vessels to continue live boating. We believe the biggest safety threats from live boating are posed by larger vessels that have more restricted visibility than smaller vessels, and by scuba vessels that need to remain in a fixed position so scuba divers know where to surface.
No motorboat over 36 feet shall engage in live boating, except for ingress and egress purposes, or in life-threatening and vessel-related emergency situations
I suggest 36 feet, because it is very difficult to see over the bow of vessels much larger than this. I do believe large vessels should go to moorings and not live boat.
